Normally it is on "your nickle"...If however yu are transferring from the airport..Some cruise lines will shuttle you...For most there is a charge.

if there is a terminal near by your hotel they usually have buses to take people there.

If you booked your airfare along with your cruise, you will be picked up and taken to the pier.  What I prefer to do is fly down a day before the cruise, stay at a hotel that picks up at the airport and takes you to the ship as a package deal.  It makes it so much nicer to get on the ship when you are rested. It usually works out that by the time you need to check out of the  hotel and your shuttle is ready, by the time you get to the ship you can go aboard and be having your first meal while others are landing and rushing.
