No, those pictures were meant to be private. someone anonymous, posted them on the internet. There was an interview, and Miley said "those pictures weren't meant for anyone to see, i mean i think it's kinda lame to be blown out of proportion. i mean we were not doing anything bad, we were laughing and having fun and stuff. if that's not what u think of it then like fine! i mean i was just having a sleepover and taking cute pictures of ourselves, that weren't meant for the world to see, and like  said before, u have to draw a line somewhere!"

the reporter says " u know i think people forget that Miley Cyrus is still a young teenager wanting to have fun, u have friends, u want to do stuff with your friends and like i said, i think ur an amazing role model, i know alot of girls who absolutely adore u, ur doing a good job, i mean i know ur right on ur faith, and u have a good family relationship and-and ur on the right track!"

so i think that explains it all

I don't think she put them on the internet but I think she trusted someone with the pics and that person betrayed her.
