38 states regulate massage therapy.  This regulation may be done through licensing or another mechanism such as registration.  Local city and county ordinances may have additional licensing requirements.

So depending on where you live...

1.  You might not require any licenses

2.  You need to get licenses from the city only

3.  You need to get licenses from the state only

4.  You need to get licenses from both the city and state where you practice.  

And to complicate things local and state laws are subject to change.
