Do you recognize the character from this wallpaper?

I found the wallpaper randomly online and I was just wondering if anybody recognizes the character in the picture from some animated series, or if it is just a random artist's creation.

I did not recognize the character but I seem to remember that I have seen this at Bel's house of Rendered women - see link .

this doesn't look like anything from an anime so this would have to be an artist's creation...nice pic though
