I second Jeffrey's comment- if Congress had more moral backbone itself and truly led by 1) denying lobbyings' unfair clout, 2) denying individual constituencies earmarks (unfair gov't perks) at everyone's expense and 3) denying their own more malevolent intentions w/ power, then America wouldn't be rendered so crippled in this damned $10 trillion debt, appeasing every fathomable interest simultaneously and inflating our already huge budget deficit.

No, I think it's mostly the Congress that is at fault.  They're the ones not voting to repeal unconstitutional laws, to allow for competing currencies, to withdraw troops from around the world (130 countries).  So like, 90% Congress, 10% Executive Branch (vetoing things that could help).
