Do you think 115 degrees is too hot to be walking outside?

It depends on humidity. If the humidity is 10% or below which would be true If you live in the desert southwest, you should be fine if you're walking leisurely but for if it's for exercise wait until late at night (like around dusk) or very early in the morning. Just stay hydrated. My parents walked  leisurely from the MGM Grande to the Rio in Las Vegas when it was 115 degrees out and they were fine and that's quite a distance too. But if you're anywhere else it would be too hot to walk.

Not if you've got a hat on and sunglasses. If you're walking a long way then it would be a good idea to carry water.

115 degrees is hot, but really depends where you are. 115 degrees in Arizona and 115 degrees in florida are two different things. Arizona is much drier while Florida is really humid. 115 degrees in these two places feel different. Arizona has less humidity than Florida. The 115 degree temperature in Florida would feel much much hotter than 115 degrees because of the higher humidity. This can be seen in heat index charts.

Yes, in tropical countries temperature during summer reaches 37 deg Celsius or 98.6 Fahrenheit which is very hot and uncomfortable. 115 is 46degrees Celsius we may not be able to walk outside at this level.

no not if you have a bottle of water i lived in arizona for 18 years and i walked outside on days that hot all the time but i never did it without some water that would be a bad idea

wear hat, sunglasses, a large amount of water and a snack incase you get disabled(leg gets twisted,broken..ect) and bring a sun umbrella just incase you need to stay somewhere for the day.
