They are requiring around PHP100 million budget for high ranking officials before they become an eligible candidate. Sure they need that for their campaign and stuff...but 100 million?! Even if its in 25 cents denomination, its still 100 million!

in some democratic societies, it is the election agency that gives campaign funds to candidates.  the political party needs to prove that they have a platform and is represented in all states.  

in our electoral process,  the need for poll watchers is just a legitimate form of vote buying.  you don't have money to pay your watchers? you lose the election.
