Do you think FEMA and the government handled hurricane Gustav better than hurricane Katrina?

We all know the preparation FEMA and the government took before hurricane Katrina hit. Do you think they did a better or worse job at preparing for hurricane Gustav?

I live in Maryland and have been to the New Orleans are 9 times since Katrina. What has the government done except provide FEMA trailers? The lower ninth ward still looks untouched but Slidell LA looks fine. GUstav was not as severe.
