Unfortunately, NO.

No because the President cannot legalize anything. Only Congress can do that. All the President can do is sign a bill into law that has already passed Congress, or reject it. Even if he rejects it, Congress can override his rejection and pass it anyway (with a super majority). But the President cannot pass a law unless Congress approves it first.

Obama (or whomever should become President) doesn't have complete authority to make that call. It would take a proposed bill from Congress to do that. Then the President could say yes or no on it. The only power the Pres has is veto. It's up to Congress to make the call first. I hope it does happen one of these days though. Only if Congress is willing to go for it, could we have a hope of it being legalized.
