Ottawa--nope. They had their shot twice to get the old Rough Rider magic back.

Quebec City--definitely as football is booming in PQ.

Halifax--forget that. They seem way way too small a center. It's not like Sakatchewan where fans are from all over the province. Halifax would have to market itself as a Maritime team and I cannot see New Brunswickers, Newfoundlanders and PEIers really backing a Halifax team.
