The Bank is needed if only let the third wold countries assess their own needs and resources. The Bank can assist these countries with initial capital to start the first step of development and emergency aids, such as public health, roads, education, etc.

One important help that the Bank can do is debt relief to some poor countries. For these countries the bank is more like loan shark.

However the bank will be kicked out of business if it stops giving loan.
