  2. I've seen a few toddlers in there! So i suppose he/she can go in it. My cousin was 3 years old and he rode pirates of the Caribbean at Disney land. And they didn't say anything but my aunt had to hold him in her lap he couldn't sit down on the boat or he would fall. Just keep her/he next to you at all times.

When I was there last year, all the toddlers pretty much stayed at the perimeter of the splash area.  There are a lot of older kids being kids on the upper floors and certain sections.  There are bigger kids running around and I've seen on more than one occasion within the hour timeframe where some kid was knocked down and started crying.  Just stay close to your kid.  I believe the theme last year was a sponge bob theme, so I think they probably just re-themed it as curious george.  When we were there, it was very crowded and the floor was scorching hot unless you're standing in water.  Bring your kid some sort of water appropriate footwear.
