I think it can be won by strategy, when me and my sister play it we always choose the same thing because we have teh same strategy

heres an example: lets say your oponent just played scissors and you just played rock, on their next turn their most likely going to do something that would beat rock so they would do paper, thats how i usually win that game. This stratedy doesnt work on everyone.
