They survive in zoos without much additional heating, and apparently they have survived in the sewers of new york after people who had bought babies as pets dumped them up when they got to big. As long as they find somewhere to shelter from the worst of the winters, which are getting milder anyway. So I think possibly yes.

No, the winteres are much too harsh for them to survive.

The winters in the UK would kill them, even though they might do fine in the warmer months.
