  1. Well it really depends on the college your trying to get into.  If its one that everyone is trying to go to, they will be picky, so they can narrow down the selection.  If they have 1000 students applying, but only room for 800, the other 200 who have a less then perfect gpa and ACT/SAT scores will not make the cut.  However you have to look at the whole extra activities and volunteer work and things to.

  2. What are the alternatives?

    1.  A college can be less picky, accepting more students.  This could cause serious problems in being able to serve the students and staff classes.  Most schools could not handle the strain.

    2.  A school could change its policies, and reject some qualified students in order to accept less qualified students.  Doing this would cause the school to lose its prestige, making it harder to raise funds in the future making it harder to serve its students appropriately in the future.

You will get into some good schools with your GPA and test scores.  You just won't be able to get into the elite schools.

So -- no -- I do not think they are too picky.  They are just obeying the laws of supply and demand, with the better schools getting the better students, the middle schools getting the middle students and the less selective schools getting the least qualified students.
