Cows (and other mammals) usually only produce milk if they have the proper hormone levels that coincide with pregnancy (or are given specific hormones to mock a pregnancy so they can produce milk) Just having plastic surgery will not increase your chances of producing milk. In fact, it may harm you- if you do get pregnant, mammary glands will tend to swell at a certain point, which can be painful if you have an implant, and the impact may impede milk flow, if a shoddy surgery has been done.

Cows do not get plastic surgery. People get it mainly to enhance their own s*x appeal. Cows don't need this, plus it can run the risk of infection. Plus, most cows end up going to slaughter eventually. No point in doing a big surgery like that only to kill them a few years later.
