It an be considered both but I think it is a Theory.

Evolution is a theory. Just like gravity and most all physics theories. With this said. It also happens to be the most viable theory available and is constantly tested by fossil records which is why it remains the most tested theory ever recorded.

It is a theory but it is about as close to a fact as there can be in science and is as obvious and true as the earth isn't flat.
