Because it shows his strength as a leader by doing what is "right" in the face of extreme opposition?

If this is how you think, do you take the same approach with Congress and their low approval rating, or does your insight take a back-seat when it comes to those you oppose ideologically?

No.  A leader may need to stay the course, but he can't lead if people don't follow.  Bush had a ton of political capital.  He misused it.  It was not the policy but the execution.
