No. One beheading on a bus and everyone over reacts.If you have ever traveled by bus you know how awful the bus is.Just going into a bus station is a dangerous thing to do.

I'm a bus driver.  Profit margins in the industry are slim enough that it's not possible.  Not only that, the vast majority of the time you're not having very difficult problems with passengers.  This case is so off-the-wall, that it didn't register on anyone's radar screen.  The guy could have been beheaded in a grocery store, at the post office, on a jogging path.......and you can't put armed guards everywhere.

no the people  who use the  bus to so to save money and to get to towns not  otherwise accessible.
