I live alone and don't make any noise but have to put up with DIY neighbours and kids bouncing a football off my house cos their parents tell them not to do it on their house

Absolutly! I have this cranky old witch next door, we are nice, and my mum even makes her meals sometimes - she is a widow and not really able to make much in the kitchen. We are generally quiet, but when ever we pracise the piano in the house, she bangs on the wall and yells out: "CAN'T YOU PEOPLE SHUT UP?! I AM TRYING TO WATCH THE TELEVISION SET!!" God I hate her!

Depends on what time of day the noise is made, if between 11pm and 6 am, can be a crimminal offence, distub of the peace or something
