Yes, I think his strategy is to try and woo over the women to vote for him. He sees her a human magnet that can draw in the women vote.

If Senator McCain can convince either Bob Dole or Rush Limbaugh to lay a couple of those viagra pills on him he might use her as a tool. I mean I've heard her choice is tickling the republicans pink and I know Aerosmith likes pink, so who knows?

You got that right.  Palin's selection is not about governing and being someone qualified to be President.  It is about being a campaign tool to try to shore up a candidacy that has been doing very poorly with women.
