No. They are dead. That means that all functions have ceased. No heartbeat, no blood circulating, no thoughts. They are simply dead.

There is nothing in Scripture that mentions specifically that the dead can see what goes on.  However, as another answerer pointer out about the young rich ruler and Lazarus is a great answer; which really covers the time before anyone was in heaven...they were just in Abraham's Bosom or also known as Paradise.

As far as people looking down from heaven today...I seriously doubt it.  What would be the point?  It mentions that in heaven, there is no sorrow or crying.  So, if our loved ones were in heaven and they could look down at us during the hard times, than that would most certainly make them sad.  Heaven is about being changed to a new body and mind.  No more pain and no more sin.

Yes.  I believe that those that we have loved watch over us after they pass on.  I believe they can also contact us to let us know that they are fine, and that we will be ok.

I have had personal experiences with my loved ones that have passed on.  I also have friends and family that have had experiences.  With one experience my mother and I had the same dream about my grandfather just before he passed away on the same night.  It consisted of him being with my grandmother who passed away when I was three.

Also, if I remember from my Sunday School teachings, we were taught that our families do watch over us after they have passed.

No, unfortunately they are dead and can see nothing.  Sometimes it is comforting to think that your loved ones can see you but to me its creepy.  When I need to pee, I don't want an audience. :)
