Do you think someone could be intellegent enough to design a ecryption code where the goverment could never find the ability to decypher it

  2. There is a possibility, there is a encryption technology called a mutating algorithm which is being worked on.  You may have heard this from the movie Live Free or Die Hard

No.  Any code developed by one person or machine can eventually be broken by some other person or machine.  Successful codes are based on symbols that are known to a limited number of individuals.  The Navajo code talkers of WWII didn't use any special secret system.  They merely spoke in their native tongue which was unknown and not understood by anyone other than another Navajo.  Their "code" was never broken, in part because it wasn't a "code" to start with.  It was based on a language that developed outside the influence and culture of Western Europe and Japan.
