No.  That would be making a huge & impossible to prove generalization-- you said ALL public behavior.  So no--all public behavior is not private behavior.

Yes I do.  I believe that however you behave in public is pretty much how you behave in private.  There are exceptions, you may be a bit more polite or attentive in public, but deep down, I believe they are the same.

Yes, I do.  However, I do not believe the reverse is true, nor should it be!

Depends if it's disturbing the public. I'd give you different answers for different situations.
