Myanmar is no friend of the USA.  It is already denying aide from several countries including the US.  My guess is that you won't have to worry about millions going to Myanmar.

Myanmar/Burma is by far the heroin capital of the world.  Let their drug lords supply their aid.  The nation lives off the misery of other people by selling heroin to the world.
