  1. In 1940, Prime Minister King's government introduced the NMRA, which only registered those available for conscription for home defence. From April, 1941, those called up were required to serve the rest of the war on home defence duties.

    In 1942, conscrition was not absolutely necessary, and when Prime Minister King called for the plebiscite to decide whether conscription for overseas service was necessary, all of the provinces except for Quebec voted for it.

    The NMRA was amended in April 1942 to allow the conscripts to serve overseas, but King's government did not need to take any further steps since the number of volunteers available was still sufficient.

    After D-Day in June 1944, larger numbers of reinforcements were needed - leading the King government to order conscripts overseas in November 1944. Six months later, the war in Europe, where the bulk of the Canadian Armed Forces served, was over.

    Conscription in Canada, was a case of too little, too late.

    I do not disagree with conscription, but I do disagree with those who made conscription an issue in wartime.
