Do you think that drugs in this country have been outlawed legally

Think about the fact that when alcohol was banned during prohibition time the constitution had to be amended (i think it was the 18 amendment). So do you believe as i do that it is unconstitutional to outlaw a substance without an amendment to the constitution.
