  1. i am going through a situation in a private school in which the resources were not available for a emotional behavior disorder student.  However, most public schools have a child study team which does an IEP to determine exactly what resources will be needed, and are staffed accordingly. I guess the answer would be; it depends on the school/staff. For the most part, public schools have a wide variety of resources needed and staff trained to work with special needs of students.   2. e.d. students are not properly serviced in a traditional school setting for 2 reasons...first, very few classroom teachers have the training needed to deal with e.d. students...they are not learning disabled and are usually very intelligent, but disruptive and a distraction to the rest of their class because of their behavior...many e.d. students have very severe psychological issues that affect their interactions with peers and authority figures...as a classroom teacher i can not ignore the rest of my class to devote 30-40 minutes to one student...which is often the case...

    secondly, classroom teachers are under too much pressure to meet state and federal testing standards...these standards are useless when dealing with an e.d. student because they hold no value or importance to the student...e.d. students are more reactive to their environment and lack basic coping and social skills...they are often unable to operate within the structure of a "traditional" class setting and thus are very often behind academically...e.d. students are in need of counseling and developmental skills, not things that NCLB (No Child Left Behind) looks at...
