Yes, regarding that every focal point designates the capacity and quality of its own sphere of consciousness. Some focal points are in the dead-area, in which, no receiving and no transmitting takes place.

Well now. Every conscious being has, by definition, some level of consciousness.

I suspect, though, that you are talking about universal consciousness, which we might even capitalise - Consciousness. In which case the answer to your question is a resounding YES.
