Not necessarily.  If a couple stays together for the sake of appearances, financial stability or because they're nervous of the legal system the blessed union would not be true.

Your statement contains the unstated premise that people were created by a conscious entity.  I disagree with that premise so the simplest answer I can give is no.

Yes, in a way. I do believe that God had a part in giving them that love for each other, and the strength to stick with the commitment of that love. And I do believe that marriages are sealed in heaven.
