No cuz Randy has posted up all the details of his accident on his own website and WWE.com have also posted it up on their site as well.Randy was booked to be at Summerslam anyway as possible interference in the CM Punk vs JBL match.He's broken his collarbone again and won't be wrestling for another three months or so.But he could still make the run-in at Summerslam.
