Absolutely not.  It was estimated that the number of volunteers reached 1 million people.  And it wouldn't surprised me.  Olympics is very popular in China, and many people were excited to help out.

I would say, thank you to all those volunteers who have spent countless hours, and effort to make this Olympic a success.

I suppose it could be possible, but China would have to cut down expenses elsewhere to pay for people to do all the cleaning and so on. However, I would really like to thank all the volunteers for making the Olympics a success. I kind of wished that I was volunteering there myself.

It would be impossible not to have volunteers to begin with.

They treasure the Olympic games and many people would volunteer to be part of it.
