  1. Much of what happens in the economy is  not in the presidents or the congress control, and what is, tends to be doing harm, not good.  The Fed has more power in the short term, but they are limited by the need  to balance between economic growth and inflation. However presidents use  the argument that they will improve the economy to enact legislation their supporters favor, so when the economy turns south they get the blame. Mostly people realize that the government  is too complex to really understand policy details, so they judge by the results and assume that when  the country is doing well the president is doing the right things, and when they are going badly that he messed things up. This does not award  credit and blame fairly but it least it means that the ones who have really bad policies are voted out of office.

  2. Sorry -- he's entirely to blame.  America never recovered the standard of living that it enjoyed prior to the Vietnam war, because of the amount of money it cost.  Similarly, it will never recover the same standard it enjoyed before Iraq.  We're talikng trillions -- a stupid waste.  Additionally, the prices at the pump are partially an expression of Arab resentment, not of the fact that we retalliated for 911 -- they understand that -- of the fact that America belabored the point.  The whole intervention was grossly misplayed, and all the loss of monetary blood is behind our economic woes, including the credit situation and the housing slump.

  3. He is partially to blame--he is furthering the agenda of those who rule this nation.

Note: Nothing will change, with a new White House occupant, as long as the real rulers are in power (the super-rich).

  4. History attributes events occurring during an administration to the respective President, Congress, and Supreme Court.  Blame or credit are likewise the province of leadership.

"We The People" are reluctant to accept responsibility for adverse economic conditions.  In reality a representative government is ideally maganged by the voters.  This is an evolutionary concept.  People have been so conditioned to Monarchy, Patriarchy, and Feudal systems that having the opportunity to have impact upon planning and decisions is apathetically exercised.
