Do you think the Ryugyong Hotel is ugly?

I've seen a number of articles criticizing the Ryugyong Hotel as ugly and one of the worst buildings on the planet.

But the building doesn't really strike me as particularly "ugly" aside from the fact that it was left unfinished. I don't think it's gorgeous, but I think there are buildings in the US and Europe that are more obviously ugly.

Do you think the building is intrinsically ugly? Or are Western articles slamming it instinctively because it was designed and built by the oppressive N. Korean regime?

What makes a building "ugly?"
