It will never happen.  Too much to lose for whomever would do it.

Why would we need the draft?  Do we have too many First Lieutenants?

No, no, and no.  There will be no draft.  It caused too much civil unrest.  Our government would only restart the draft if we were facing imminent defeat.  At that point, I don't think you'd need to conscript citizens, they'd volunteer to defend the country.

There will not be a draft again in our lifetimes.
