how about very single country with an embassy.  Might be easier to name the countries who don not spy on us./

You would be a fool to think there aren't. Every large country that we don't get along with and even our allies.

Of course,  There are so many things going on that we are not aware of.  Just don't be naive.  Not only are they spying on the US, many US agencies are spying on many of us.  Watch the wording you say on the internet.  Certain words can have them check on you!

Besides the CIA, FBI and homeland security? probably many more agencies we don't even know exist....
