Totally, jet packs have been made, they're real, and they have flown. I mean really, something equivalent to a small helicopter and just as versatile with nearly the same capabilites have greatly appealed to the military for quite some time. However, due to safety issues (like stability) and practicality, most attempts have been shelved. I know Bell has made a model called the Bell Aerospace Rocket Belt, but it could only be used for up to 20 seconds before its fuel supply is exhausted. You could see it in "Thunderball," an old James Bond film.  Commercial models are also sold on the web, but the mythbusters have tried to build one of the commercial ones, which flew unsuccessfully.
