haha wow thats impressive. my bet is that something scared him and he literally tried to jump out of his skin! if there was a thought bubble coming from him i think he'd be saying 'HA! not so big now, ARE YA?!' hahahaha sorry, i find this very amusing! =]

I don't think his handler is asking him to do that.  I think the horse is just being a brat.  What a cool photo, though!

I think he/she also has a 'habit' of doing this...

Do you notice the length of the 'lead rope' and how it is wrapped over the horse's nose?  I think this horse has done this before...

Considering that it's a beautiful scenic photo and the photographer captured the jump right at the best moment, I'd say it was staged, and the horse was asked to do this for the camera.  The handler does not appear surprised and he has a very long lead, another clue.
