Will the TUNA turn the DOLPHINS into a playoff team in the next 3-5 years?

not this year because he will have to sign a few more players maybe at cornerback and maybe a RB for depth then they could be play-off contenders and maybe even get a trade for Brady quinn or sign Daunte Culpepper or trade for byron leftwitch because lets face it pennington is not that good and should have not given away chambers.

He has a proven history of improving bad teams and getting them into the playoffs.

Of course, that was as the coach of those teams.

Now he is general manager.

maybe in 4 years they could be a playoff team but need a quarterback badly to get the job done.that is what has been killing miami since dan marino retired no reliable quarterback.if chad henne or pennington they could get it done to make them playoff team in 4 years.

I could definitely see it happening in 3-5 years.  Parcells always starts with both the offensive and defensive lines, and he's already been busy upgrading those positions.  However, before the Dolphins can even think about competing, he definitely needs to settle on his quarterback of the future significantly upgrade the WR corps and defensive backfield.  Plus, remember that they play in a division with New England (perennial Super Bowl contender), New York (could be headed in right direction if they can find a QB for the future, and Buffalo (promising up-and-coming team).  These teams will all need to take a step back before Miami can expect to compete for the playoffs.
