barefoot people usually cant run as fast so i would feel better

it would be the person not whether they were barefoot or have a certain kind of shoe on that would decide if i were threatened or not

Neither, most martial artists will fight in bare feet to help avoid killing their opponent or critically injuring them.

I am barefoot myself and I like seeing someone else who is barefoot, but really it would depend on so much more than just his/her footwear. I don't usually feel threatened around people unless they behave *very* rowdy (we're talking loud, obnoxious drunks or gangs), and when they get to that point, their footwear or lack thereof won't make any difference.
