  1. depends on the scenario.. Mine wears his Khakis home after work everyday, but he is not required to.  he's just too lazy to change unless he stops by the gym on the way home.

In port calls, especially foreign ones, there may be times when wearing it is required, but most often they can just wear civilian attire.

some uniforms are NOT permitted outside of base, period.  the Dungarees and coveralls are one example.

unless there is a specific event held off base( such as a Promotion or Re enlistment ceremony held at the Navy Memorial in DC), no Sailor, officer or enlisted is REQUIRED to wear their uniform off base.  In fact in many instances it is discouraged because of terrorist potential, such as on airplanes.

  2. There is no requirement to wear your uniform when off duty (liberty). When there is a requirement to wear a uniform off base it will be for everyone attending the event officer and enlisted alike. Such events could be retirement or reenlistment ceremonies, etc. There are several uniforms that are authorized to be worn out in town but are usually only worn when running errands after or before working hours. Not too many people want to be in a uniform any longer than necessary. When you get off work you can change on the ship into civies if you'd prefer to wear those out in town as well.  There are several uniforms that are NOT authorized to be worn out in town (i.e. Navy coveralls) Those uniforms should never be seen by the general public off base.
