Documents attestation LUCKNOW HRD / for U.A.E???

Sir/Madam,

My wife pass out in 1994 Nursing diploma form Lucknow Nursing council, (Hospital in Jhansi). Now i need to get her Nursing Deploma certificates attested from U.A.E. embassy, Delhi but before doing that i need to get HRD attestation form Lucknow HRD. Can anyone guide me what is the procedure and timing and on what days attestation is done in Lucknow HRD??? Also I need Complete address & contact numbers of LUCKNOW HRD.

Can you reply following questions also?

- On what days documents are collected at Lucknow Mantralaya ? Timing ?

- Same day documents do returned back after attestation ?

- Need to go same person (certificate holder) OR blood relation can go?

- Need certificate holder’s photo?

- If going for attestation for certificate holder’s blood relation, then need any proof of person?

I am a US citizen (NRI).  I am in the process of getting a job in Saudi Arabia and having formal offer letter (email).  In the mean time, I want my PhD authentication from Lucknow as it takes time.

My questions:

1. Do I need to go to India for the attestation of degree or can be done by my relatives?

2. How long the whole process will take (from Lucknow & attestation from Delhi?

3.  What are the documents needed?

4. I am US citizen.  Still I need to get attestation from Saudi Embassy's Cultuer Office, Delhi?  Or I can get it done here in USA (Saudi Embassy) at the time of applying for visa.
