Documents need for H1-B visa to travel to Cozumel?

Hi, I would like to cruise from Galveston with my boyfriend. He is currently holding a H1-B visa from India. I think our ports are limited to Cozumel, and/or Progreso, Mexico. What other documentation does he need for the cruise aside from his passport from India?

if you are going to Cozumel, Indians need a visa to go to Mexico, a tourist visa

I think indians need a visa to go everywhere but jamaica

His U.S., visa makes no difference  when he traves to any other country.  He does NOT need a visa for Mexico unless staying more than 24 hrs .  If you will be staying more than 24 hrs, he can get a tourist card at the port or from the travel agent ahead of time.  If it is just a day trip for a few hrs, then right back on the ship...no visa is needed.  See site below and read the 3rd paragraph up from the bottom.
