I think we have enough nuclear weapons in our arsenal.  We don't need that many ICBMs.  You only have to nuke a city once.  After that, it's pretty much destroyed.  

The MX Missile can carry up to 12 warheads if it had to.  But they only allowed to have 10 on them per the START Treaty.
