Does 'bugger' = the f word???

In Europe, is 'bugger' the equivalent of the f word in america? I want to say bugger, but I don't want to if that's what it means.

  3. I have mostly seen bugger used as the equivalent of the f word in England.  As the other answerers have said, there are other meanings but they are almost always derogatory.  Adding this word to your speaking vocabulary will not be a chic or cool inclusion.  

  4. More like "bummer", I think. Depends on the context, but I've heard "bugger" in kids movies so it can't be that bad.
