I know that last year they had a package simular to what you are asking.  I believe you could get on any train with the specific ticket, and be able to get off any where you wanted.  I think you could get 3 trips.  I am not sure about this year.  That is more of a summer type thing for Amtrak.

Amtrak offers the North American Railpass.  It gives you 30 days of travel.  You must have at least one journey between the US and Canada and must include travel on Amtrak and Via.  What I would do for this is take the train from NYC to Montreal, then VIA from Montreal to Toronto and then Toronto down to NYC or vise versa.  Of course if you were coming from Chicago to NYC or the reverse, you could get off at Buffalo to connect with VIA or Amtrak.  The cost is 999.00 for peak season (May 25-Oct 15 this year) or 899.10 with a senior's, student or child discount.  Off peak is upto May 24th and from Oct 15th this year until May 22, 2008.  The cost is 709.00 or 638.10 with above discount.  Go to the Amtrak website and click on the Hot Deals tab and scroll down to find the Railpasses and Programs link for more information.  My parents used this program a few years ago and enjoyed it.  Of course, since we lived in Canada, it was easy to use both VIA and Amtrak and have a trip between the US and Canada, but as I mentioned above, doing a quick jaunt into Canada between Montreal and Toronto wouldn't be too hard.  Hopes this helps you out.  Enjoy your trip.
