If a citizen sees something very odd, and it looks as if it may be dangerous to Americans, to whom can it be reported?

I recently saw something out of the twilight zone, and would like to blow the whistle.

  1. Try the General Accounting Office otherwise known as fraud net.  You can also download form 3949A from IRS.gov, fill it out make a copy and send it back Certified mail.

  2. Go to: http://www.whistleblowers.org/center,  this is THE site for whistle blowers. Not sure what you're situation is, but you can probably find some help and useful information here. Also there is a guy by the name of Tom Devine that has written books and is the leading authority on whistle blower related issues, you might google his name and read some of his thoughts and advice. Good luck and hang tough because if it is serious you will need to be very resourceful and resilient, I've been there.

  3. CIA, FBI, DEA

  4. Local police or homeland security
