  1. No, it's a continent.  It has several "towns."

  2. There are no permanent residents of Antarctica, and thus no government. Also, Antarctica is a continent, not a country. There is in fact a 'population' on the continent, but it is composed primarily of scientists and other researchers, as well as tourists.

    A treaty governs how the continent is managed among various countries. It's not a free-for-all.
