Does Any one know good free public places to shot a gun?

Well, I am a teenager, and i like making many things. I am trying to design a bolt action rifle and then test it out. But I won't know the fire power of it so i want to test it out. So i need a place that is wide open, clear, legal and well regulated so that no one will get hurt. I was thinking to go to a gun club, but then i thought about it; i am too young that i don't think they will let me in, plus, will the rifle be illegal since it is not on record? i also need the place to be close to downtown los angeles since my only means of transportation is bus and train (metro). I was thinking about a place like the dessert or similar, but i have no idea where one that is close by could be. thank you for you time.

I thought it was ok to shoot a gun on the streets of LA...I saw it in a movie once and nobody seemed to care.

No. You would have to pay somewhere or find a private farm with permission from the landowner (not likely near LA). If you go to a range they will not let you shoot an unsafe homemade gun. Rifles are more complicated than they might look. Everything has to be exactly right for them to shoot and not blow up in your face. Try making your own recurve bow or fishing pole instead.

If it is as you described it. Then it should be legal for you to build, own and shoot it as long as the area you are shooting is considered a shooting zone.  Go to the neareast gun clubs and start asking questions about joining them. You have a great many things to learn about guns before you make your first test shot.  Caliber,  stock, sights, barrel length.  As you gain this information, you will be able to plan the complete  build plans for it.  The design and build sequence is quite involved and it will take time for you accomplish your plans.  I hope you have access to a machine shop, you will need it.
