I'd recommend eBay.  It might sound silly, but there are dress makers who just make dresses out of their home and use eBay as their "store front."  There is quite a big selection.  I've gotten a few dresses there in a pinch and get lots of compliments on them.  One of my favorte sellers is "Wonderland0559."  The dresses are nice, some even made to your measurements, and very reasonable in price.  I've spent hundreds of dollars for just the base dress -- no bead work -- only to buy $200 worth of beads to put on ourselves.....  I'll probably never do that again!  :)

Have you checked out ebay they have a section under ice skating for other items besides skates and they sometimes have quite a few skating dresses in there.
